currently there is no way of returning settlers back to Earth. ugrahn is right. In a later settlement phase you can R&D the academy and retrain settlers to give them occupations that are needed. This is especially important once there have been born many children in your settlement since they become 'colonists' when coming of age. At the same time technicians, scientists and managers retire and are not available in your work force any more. So without an academy your settlement would 'bleed out' the highly trained professions.
I’m not sure where you are in the game… rest assured at some point in the game you will have options too introduce training academy and children to your city.
